TANJAY CITY, Negros Oriental — Tanjay City Mayor Jose T. Orlino has ordered extended work hours from Monday through Wednesday for all city government employees to ensure they complete the required 40-hour workweek despite having two consecutive days off during Araw ng Kagitingan week.

The schedule adjustment, outlined in CMO Memorandum Order No. 287, Series of 2026 issued on April 6, 2026, affects all permanent employees, job order workers, and contractual staff of the local government unit. The modified arrangement compensates for the national holiday on Thursday, April 9, and a previously scheduled no-work Friday under the city’s energy conservation protocol.

According to the memorandum, the changes adopt with slight modifications the Memorandum No. 19 issued by the Provincial Government of Negros Oriental for the workweek of April 6-10, 2026.

Three Days of Extended Shifts Replace Five-Day Schedule

Under the new arrangement, city employees will work significantly longer hours during the first three days of the week. On Monday, April 6, employees with 7:00 AM schedules will work from 7:00 AM to 6:00 PM with working lunch, while those with 8:00 AM schedules will work from 8:00 AM to 7:00 PM with working lunch.

Tuesday, April 7 requires all employees to work from 8:00 AM to 7:00 PM with working lunch, maintaining the extended schedule format. Wednesday, April 8 continues the 8:00 AM to 7:00 PM timeframe but allows a standard one-hour lunch break instead of working lunch.

The “working lunch” designation means employees must take their meals at their desks without a formal break period, maximizing productive hours during the compressed schedule. This arrangement allows the city to maintain the mandatory 40-hour workweek while observing both the national holiday and the energy conservation protocol.

Holiday and Energy Conservation Protocol Observed

Thursday, April 9 has been designated as a regular holiday for Araw ng Kagitingan, with no work required for city employees. This national observance commemorates the heroism of Filipino and American soldiers during World War II, particularly the fall of Bataan.

Friday, April 10 will also be a no-work day as part of the city’s existing energy conservation protocol established under previous memoranda. This protocol aims to reduce government energy consumption and operational costs while providing employees with an extended weekend break.

The memorandum emphasizes that these schedule modifications apply only to the specific week of April 6-10, 2026, and do not establish a permanent change to the city’s work arrangements.

Department Heads Bear Implementation Responsibility

Mayor Orlino has placed direct responsibility for proper implementation on all department and office heads throughout the city government structure. The memorandum specifically states that these supervisors must ensure compliance with the flexible work arrangement while maintaining uninterrupted frontline services for the public.

“Department and Office Heads are enjoined to ensure the proper implementation of this Flexible Work Arrangement and Energy Conservation Protocol while taking into consideration that frontline services are uninterrupted,” the memorandum states.

All department heads must coordinate directly with the City Mayor’s Office and the Human Resource Management Division (HRMD) to guarantee that essential public services remain accessible throughout the shortened workweek. This coordination requirement ensures that citizens can still access necessary government services despite the modified schedule.

Comprehensive Coverage Across Employment Categories

The directive applies to all categories of city government workers, including permanent employees who hold regular positions with job security and benefits. Job order workers, who typically handle project-based or temporary assignments, must also comply with the extended schedule requirements.

Contractual staff and contract-of-service personnel fall under the same guidelines, ensuring uniform implementation across all employment classifications within the local government unit. This comprehensive coverage prevents confusion and ensures consistent service delivery during the modified workweek.

The memorandum has been distributed to all department heads and supervisory personnel to facilitate proper dissemination of information to their respective staff members.

Despite the schedule changes, the mayor’s office has emphasized that public service delivery must continue without interruption. Essential services such as business permit processing, civil registration, health services, and emergency response capabilities must remain operational during the extended daily schedules.
